Paul Phillips concentrates on telecommunications regulatory issues within the firm's utility practice. Paul represents local and long-distance telecommunications carriers, cable television companies, Internet service providers, and other providers of voice and data services on a broad range of federal and state legal, regulatory, corporate, and legislative issues. Paul also works with non-utility clients to provide general business representation, contract drafting and negotiation, corporate transactions, and litigation support.
Paul graduated with honors from Williams College in 1990 and from Northeastern University School of Law in 1994. He served as Chief Law Clerk for the Vermont Trial Courts from 1994-95 and as Law Clerk to the Honorable Ernest W. Gibson III, Associate Justice of the Vermont Supreme Court, from 1995-96. He was admitted to the Vermont Bar in 1995 and became associated with the firm in 1996. He is a member of the Public Education Committee of the Vermont Bar Association. He was formerly the Chair of the Vermont Commissioner of Education's Advisory Committee on Civic Education and Chair of the City of Montpelier's Permit Review Committee. He is an associate member of the Telephone Association of New England.
